She would of problerly created a new toolbar (right-click on tool bar and select new).
To get the look he is using a program called StylesXP which changes the apperance of the desktop. You can also get another boot and logon program also which can change the kernal to boot with what ever image you like.

You can get all the screen and boot options from http://www.themexp.org/

I bought the program off the net last year. Wasn't that expensive either for stylesxp.
