Isnt this where you have settings to your database? Sorry if Im wrong but vaguely remember it needs configuring. Have you tried opening the config file and checking the line the error is on?

Yes,I have checked the error line(line 408) but it didnt have any mistakes.I wanted to know what's the difference about the permission of Hardisk formated on NTFS and Hardisk formated on FAT because last time, when my Hardisk formated in FAT, I could install that IBF version but now,I'm using hardisk formated in NTFS, I cant install it.That error always appear when I installing,I dont know why...?I'm an Vietnames so I may have any mistake in this writting, but I hope you can understand and help me, thank you very much. If the answer is too long, you can mail to me tmhoangl1@yahoo.com. If you mail to me, please tell me detail, thank you very much !

Just looks like a permissions issue, though if you're running it yourself I'm not sure how you'd resolve that. Check if conf_global.php has the correct permissions (usually 777 on server) or in not read only or open at the time of installation.
It looks like s/he is running on a Windows Based Server. Windows doesnt require users to chmod files.

Well it's obvious that something is required, because there's something blocking permissions somewhere. If you have the file open at the time, then it might affect what the process is trying to do.
