adding a forum category and forum
1- go into the admin control panel
2- find forums and moderators click it
3- click "add Forum"
4- put in the title you want then find this "Act as Forum
(Will act as category if no)" click "NO"
then do your permission settings at the bottom the click save
* note on #4 click "YES" if you want to add a regular forum and not a category
