1- unzip the zip that you downloaded

2- go into the admin control panel

3- find and click " Styles & Templetes

4- click " Download/upload Styles

5- find this section "Help Import Style XML File "

6- click browse and find your XML file you unzipped

7- add a name for you style and a number of what order you
want this skin to appear in the skins selector

8- click " import"

no you are not done yet

9- then go into your FTP via a client such as smartFTP

10- in the folder where you installed your vB board
find the images folder and upload the images folder
from the the unzipped skin package you got.

after that you now have added a skin

if you are using the latest version, v3.0.3 and like to use a skin built on 3.0 or 3.0.1 you can still use that style version

normally the folder with images from the new style (usually the styles name) goes into the original vBulletin images folder.
