This error is caused by installing third-party modifications to your board.
Specifically, this column in crm_groups is breaking your group_cache: group_perm
Thus, you will have several problems. Your bulk mail tool will not work properly, if you search for any members in Manage Members in the ACP, you will notice their user group does not display (the same reason you can't add that member to the ACP restrictions page), etc. There will be other issues throughout your site as well.
It is recommend uninstalling whatever modification added that column, or contact the modification author.
